Accounts, payroll and HR that already know Oman
The books post themselves. Every sale, purchase, supplier payment, expense, refund, pay run and stock movement writes its own journal by database trigger, into a chart of accounts that arrives in Arabic and English. The payroll knows Oman rather than knowing payroll in general: the Social Protection Fund, end of service, the Sunday to Thursday week, a WPS salary file and an Omanisation ratio. Accounts ride every plan; HR and payroll ride the top one.
Books that post themselves, in Arabic
Every business is seeded with a chart of accounts in Arabic and English, and the Arabic arrives through a database trigger rather than through a seeding script, so accounts created later at posting time get Arabic names too and not only the ones a seeder happened to write. Sales, purchases, supplier payments, expenses, returns, payroll, settlements and stock movements post themselves to the ledger by trigger, and they post once: a document produces at most one journal no matter which screen created it. A business that has not switched the accounts module on posts nothing at all, which is right for a shop that only wants a till. What comes out is a trial balance, a profit and loss statement and a balance sheet built from the same numbers, with the rial carried to three decimal places throughout, because a rial is a thousand baisa and a figure rounded to two is a different figure.
The year, and locking it
The financial year start month is a setting on the business, so a firm on an April year gets windows labelled 2026/27 rather than calendar quarters that mean nothing to it. Nothing is reset or deleted at year end. When a year is finished a branch admin locks it, and the lock is a trigger: no journal dated on or before the locked date can be created, voided or edited, whatever screen is open and whatever calls the interface. The lock only ever moves forward. Opening balances go in as one balanced journal through a dedicated opening balance equity account, which is what makes the exercise self checking. Enter everything, including equity, and the plug account nets to zero. If it does not, something is missing, and you find that out on the first afternoon rather than in April.
Oman payroll: the four questions people ask first
The first is the bank file. Nizro exports a salary file with an employer control block and one row per employee carrying employee number, civil ID, Ministry of Labour worker ID, IBAN, bank, basic, allowances, bonuses, deductions, net, worked days and scheduled days. It is a complete salary information file that maps onto a bank's own template rather than a file certified by any particular bank. The second is the Social Protection Fund, which replaced the older social insurance vocabulary and which a lot of competing copy has still not caught up with: employee at 8 percent, employer at 11.5, work injury at 1, on basic up to a ceiling of 3,000 rial a month, all editable and all switched off until you want them. Work injury cover for non Omanis is off by default because it is postponed to July 2028, and it is a toggle for the day it lands. The third is end of service, accrued each period for expatriate staff at 30 days of basic a year, with the Expat Savings System percentage as an alternative, and paid out through its own numbered settlement document at one month's final basic per year pro rata under Article 61, which also encashes leave, deducts outstanding loans and clears the accrued provision in the same journal. The fourth is Omanisation, shown as a ratio always and judged only against a target you set, because quotas are sector specific and no software knows your sector. Around those four sit the ordinary things: basic pay pro rated against the employee's own weekly pattern, defaulting to Sunday to Thursday, with a public holiday never counting as a working day; sick pay at 100 percent for days 1 to 21, then 75, 50 and 35 percent down to day 182; leave carryover capped at 30 days; and passport, visa, labour card, civil card, contract and certificate expiries raising an alert 30 days out and again once past.
The cash most systems lose track of
The till is an append only ledger of signed movements per branch, fed automatically from every cash surface: sales, deposits, refunds, expenses, supplier payments and returns. Corrections are new rows and never edits, so the drawer's history reads as what actually happened rather than as what somebody later wished had happened. Only the variance found at day close reaches the books, posted to cash over and short against the person and the branch. The safe is treated as the second room inside the same cash account, so a drop from the drawer to the safe and a top up back out mirror each other and post no journal at all, because the notes only changed rooms. The single move that does post is safe to bank. That distinction sounds pedantic right up to the first time an owner tries to work out where 400 rial went between Thursday night and Sunday morning.
VAT, and the one thing this does not do
The VAT rate is a setting on the business, defaulting to 5, which covers Oman and the UAE, and it means a business at 15 or at 0 comes out right everywhere rather than being corrected line by line. Treatment is held per category as standard rated, zero rated or exempt, because those three land in different boxes on a return and a good many small business systems do not distinguish the last two at all. A business making exempt supplies has a flag that sends the whole supplier invoice into inventory or expense rather than debiting a recoverable VAT account it can never reclaim from. Worth being straight about. Odoo and ERPNext have larger feature sets and a partner network in Muscat that will quote you an implementation happily. Zoho Books is inexpensive and quick to open. Tally is already installed in a large share of Gulf trading offices and the accounts department knows it.
